IPMONTR.DLL cannot be loaded

The following helper DLL cannot be loaded : IPMONTR.DLL
I found the above helper dll failed to start or load error, when i performed command line operation for displaying WLAN settings as follows,

• cmd->netsh wlan show settings
• The above command displays details about wlan characteristics including auto configuration for wireless local area network enabled or not.
• At this time the above mentioned helper dll error message was displayed.
