I found an error message from event viewer as,
Cryptographic services failed while processing the OnIdentity() call in the system writer object.
Details :
AddLegacyDriverFiles: Unable to backup image of binary X4HS32Ex.
System error :
The system cannot find the file specified.
Details:
AddCoreCsiFiles : GetNextFileMapContent() failed.
System Error:
The parameter is incorrect.

Proof for this error and solution,
Solution :
start->my computer->c:/(i.e system main local disk drive) ->windows->find registration folder and rightclick over it to choose properties.In properties window select security tab and edit option to control the file access to different user account.Now allow full control for admin and system users.For everyone choose read option.
Thats all,now check whether your vss system writer works properly without system error by typing the command "vssadmin list writers".This will shows available writers and its state.
