The program compatibility assistant service failed to perform the phase two initialization.

I found this error from event viewer.But i cannot find any solution from Microsoft's event log online help.
Generally,Program compatibility assistant service provides support for the program compatibility assistant which has been shortly called as PCA.This PCA monitors programs installed and run by the user and detects known compatibility problems.If this service is stopped then pca will not function properly.
I think this problem happens when PCA service found difficulties to perform initialization steps at different phase for the new application experienced.
